1. sales to outside partiesとintersegement revenuesの合計をそれぞれ出す。
2. 1の合計を足して、10%をかける。

"ill-gotten gains"とは不正に得た利得を言う。
"willfully", "promulgate", "conform to"の意味

"promulgate"で公布する
＊A public officer assured whether the resident conforms to the saftey standard of the waste management.
"conform to"で規則に従う
法律、条文で出てくる単語になります。
条文で使われる"by striking, inserting"
＊条文でby striking...insertingとある時の意味は、...を削除し、inserting以下を挿入する。
